On July 26, 2023, the U.S. Congress held the first public hearing of its kind on the UFO issue, with three key ex-military eyewitnesses speaking.
They are Former Navy fighter pilot Ryan Graves, former intelligence officer David Grusch, and former commander of the US Navy David Fravor.
Here are the 5 most memorable moments from Congress’ UFO hearing.
Close encounters happen so often that they have become routine
Ryan Graves, a former F-18 fighter pilot, recounted an incident that occurred in 2014 while he was stationed in Virginia Beach.
According to him, after upgrading the radar systems of aircraft, the military began to detect unknown objects flying in the airspace of their base.
At first, they were attributed to a radar error, but then the on-board sensors of the fighters began to notice these objects, and then the pilots began to notice them with their own eyes.
One day, Graves was on a training mission ten miles off the coast of Virginia Beach. During this mission, two F-18 Super Hornets collided with a UFO almost nose to nose.
“The object, described as a dark gray or black cube inside a transparent sphere, flew within 50 feet (15 meters) of the lead aircraft and is estimated to have been between five and 15 feet (1.5 to 4.5 meters ) in diameter”.
After that, the pilots were promptly recalled to the base and a report was written that the pilots were not injured, but this incident was not officially confirmed.
“And soon these encounters became so frequent that the crews of the aircraft regularly discussed UAP (UFO) as part of their pre-flight briefings.”
Graves was followed by David Fravor, who had experience with UFOs in the form of Tic-Tac while serving as commander of the 41st Strike Fighter Squadron off the coast of California. He said that the dispatcher told them that the “objects” they were then sent to intercept had been observed by the military for more than two weeks.
“These objects descended from a height of more than 24 km, quickly descended to 6 km, hovered in the sky for several hours, and then rose back up. 24 km is already space.”
When the pilots got to the place they indicated, they saw “white water” there, while the sky was clear, and the sea was calm, without white caps of waves, so that the strange “white water” stood out strongly.
And when the pilots looked down at this “white water”, they saw a UFO in the form of a “Tic Tac”, which “moved very sharply over the water, like a ping-pong ball.” At the same time, he did not have visible wings or propellers.
Fravor descended lower to get a better view of the object and then the UFO-Tick-Tock “suddenly shifted and began to climb. It quickly accelerated in front of us and disappeared.”
After they returned to base, they discussed it with another team, who were able to film the object’s movement on video lasting 90 seconds.
This video was published on the Web several years later during the “leak”, however, according to Fravor, there is still a video recording of this object from the ship’s radar, which has not been made public and he does not know where it is now.
Government is ‘absolutely’ in possession of UAPs
David Grusch, a former U.S. intelligence official, told the panel that he is “absolutely” certain that the federal government is in possession of UAPs, citing interviews he said he conducted with 40 witnesses over a four-year period.
The former U.S. intelligence official said he led Defense Department efforts to analyze reported UAP sightings and was informed of a “multidecade” Pentagon program that endeavored to collect and reconstruct crashed UAPs.
Asked by Rep. Jared Moskowitz, D-Fla., how such a program is funded, Grusch claimed that the effort is “above congressional oversight” and bankrolled by a “misappropriation of funds.”
“Does that mean that there is money in the budget that is set to go to a program but it doesn’t and it goes to something else?,” Moskowitz asked.
“Yes. I have specific knowledge of that,” Grusch said, though he did not provide more details, claiming the information remains classified.
‘Nonhuman biologics’ were found at a crash site
Grusch, who underscored that he has not personally spotted a UAP, told the panel that he knows of “multiple colleagues” who were injured by UAPs. He also said he has interviewed individuals who have recovered “nonhuman biologics” from crashed UAPs.
Grusch said he prefers to use the term “nonhuman” rather than alien or extraterrestrial.
Asked by Rep. Eric Burlison, R-Mo., to substantiate the crashed UAPs claim, the former intelligence official said he could not divulge specific details, once again claiming the information was too sensitive to share with the public.
He did, however, describe the nature of what he saw: “I have to be very careful here … [but] what I personally witnessed, myself and my wife, was very disturbing.”
A Pentagon spokesperson told NBC News that Grusch’s claims are false.
People were threatened and intimidated to hide information about UFOs
In addition to information about the UFO reengineering program and the finding of alien bodies in crashed ships, Grusch said that many people, including him,were tried to hard “pressure”, intimidate and even physically injure for fear that they would reveal secret information.
“Some of my colleagues have been subjected to brutal administrative attack. In fact, as a leader, it really upsets me that over the past three years this has happened to my other colleagues and, in fact, to the authorities.”
Grusch bluntly called this behavior “administrative terrorism.” “It’s one of their hoards of tools to silence people, especially professional civil servants who care about their careers, their security clearances, their reputations, to climb the corporate ladder. When you threaten that flow, that career path, a lot of people back off. But I’m here to represent these people.”
When asked if he knew about the people who were harmed in attempts to hide UAP’s technology and activities, he replied, “Yes, personally.” He also added that at times he feared for his life due to retaliation.
“I do have information about active planned repressions against me and colleagues.”
“I’ve suffered retaliation for my decision, but I am hopeful that my actions will ultimately lead to a positive outcome of increased transparency,” Air Force Maj. David Grusch told the House Oversight Committee Wednesday.
Congressman Burchett asked Grasch if he believed that anyone was killed in an attempt to cover up the existence of the UAP, and also asked about aggressive or outright hostile actions by UFOs or authorities on people.
“I know several of my colleagues who have been physically injured as a result of UFO research.,” Grasch replied.

Claims of a cover-up
The US government conducted a “multi-decade” program which collected, and attempted to reverse-engineer, crashed UFOs, David Grusch told the hearing.
While conducting his work, Grusch claims he was made aware of a clandestine UAP crash retrieval and reverse-engineering programme that spanned several decades. Despite his significant role, he stated, “I was informed in the course of my official duties of a multi-decade UAP crash retrieval and reverse engineering programme to which I was denied access.”
Probing further, the committee inquired if the US government had information regarding extraterrestrial life. Grusch’s response was startling; he suggested the US had been privy to “non-human” activity dating back to the 1930s.
In a swift response, the Pentagon refuted Grusch’s allegations of a coverup.
Defence Department Spokeswoman Sue Gough stated that their investigators haven’t found “any verifiable information to substantiate claims that any programmes regarding the possession or reverse-engineering of extraterrestrial materials have existed in the past or exist currently.”
Notably, the statement failed to address UFOs not suspected of being extraterrestrial objects.
Following his revelations, Grusch said he has become a government whistleblower and faced backlash for disclosing his findings. He declined to elaborate on the nature of the retaliation, pointing to an ongoing investigation into the matter.
“It was very brutal and very unfortunate, some of the tactics they used to hurt me both professionally and personally,” he said.
